Frank has been with RCM&D since 1961, providing a wealth of knowledge to all areas of the company. In addition, he serves on the board of trustees of Johns Hopkins Hospital, Provident Bank, Greenmount Cemetery, Calvert School and Garrison Forest School.  He previously served on the board of trustees of Green Spring Valley Hunt Club, US Lacrosse Foundation, and the University of North Carolina Alumni Board of Directors.

Frank attended Calvert School, Gilman School, and the University of North Carolina at Chapel Hill. He is a Chartered Life Underwriter (CLU) through the American College in Bryn Mawr, Pennsylvania. He is licensed in all lines of insurance coverage and is also a licensed Resident Advisor in the State of Maryland.
